Overlay Zoning and Urban Design Districts

Overlay Zoning Districts

In 1994, the City adopted three commercial overlay districts for the Central Business District.  These districts were established to provide greater regulatory control due to specific conditions within the targeted areas.  The three districts are:  Downtown Overlay, CBD Core Overlay and Clayton Plaza Overlay.  In 2009, the City added two additional overlay districts specifically to encourage Transit Oriented Development (TOD).  The TOD Districts are located in the vicinity of the Clayton and Forsyth MetroLink stations.

Urban Design Districts

To maintain the integrity of Clayton's neighborhoods, five Urban Design Districts (UDD's) were adopted by the Board of Aldermen in November 2001. The Clayton Road UDD was established in 2005.  The Urban Design Districts are overlay districts which establish criteria to assure that construction is compatible with the quality of Clayton’s established neighborhoods.
