Clayton residents overwhelmingly approved amendments to the City Charter in a special municipal election held November 4, 2025, with 74.55% voting in favor of Proposition 1.
The measure passed with 782 votes in favor and 267 opposed, according to results certified by the Board of Election Commissioners of St. Louis County.
The charter amendments modernize city governance by updating procedures, clarifying provisions, and adopting gender-neutral language throughout the document. Most notably, the changes rename the Board of Aldermen to the City Council and remove several sections related to specific departments and commissions from the charter, allowing them to be established by ordinance instead.
Following the election results, the Clayton City Council took swift action on November 11, 2025, passing five ordinances to implement the charter changes. The new legislation establishes provisions related to the City Manager, City departments, Parks and Recreation Commission, Plan Commission, and the annual budget process within the City’s Municipal Code. The ordinances also set qualifications for the Municipal Judge, requiring bar membership and professional experience. The recording of the November 11 City Council meeting is available online.
Additional amendments approved by voters included clarifications for the terms and compensation of the Mayor and Councilmembers and aligned other Charter provisions with current State Law and modern election schedules.
The City Charter, which serves as Clayton's legal framework for governance, was originally approved by voters in 1957 and last amended in 2006.
