INVITATION FOR BIDS
Sealed bids for the FY2020 Curb Ramps Project will be received by City of Clayton Public Works staff at the following times and locations…
- Before 1:30 PM on April 13th– call 314-290-8540 to arrange for dropoff
- From 1:30 -2:00 PM on April 13th – bidders can deliver bid package to 10 S. Brentwood, Clayton, MO 63105 (bid opening location). A Public Works staff member will be present to receive your bid package.
Submission of bids in person, using the methods above, is highly encouraged. Bidders wishing to submit by mail should note that package and mail delivery is currently inconsistent or delayed and may result in the bidder missing the deadline. The bids will be publicly opened and read aloud at 2:05 PM on April 13th, 2020 in the Courtroom at 10 S. Brentwood Blvd., Clayton, MO 63105. Bidders are welcome to attend this bid opening in person, but social distancing and person limits (10 max.) will be enforced.

The Scope of Work includes the removal and replacement of curb ramps, sidewalks, and curb & gutter in order improve accessibility along N Meramec Ave. Traffic control, restoration, and other incidental items shall be included as shown in the specifications.
This will be a Community Development Block Grant Program pursuant to Title I of the Housing and Community Development Act of 1974. The available funding is $22,500. Bidders must complete the attached Workforce Equity Report to be considered for award of this project. Not less than the prevailing hourly rate of wages shall be paid to all workers performing under this Contract in this area according to the rates determined by the U.S. Department of Labor and Industrial Relations. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Instructions to Bidders.
The City reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the City.

This activity is funded in whole or in part with Community Development Block Grant funds pursuant to Title I of the Housing and Community Development Act of 1974, as amended. All applicable federal regulations shall be in full force and effect.
SECTION 3 PROJECT STATEMENT
Be advised that contracts over $100,000 trigger Section 3 of the Housing and Urban Development Act of 1968. Section 3 requires that economic opportunities generated by the expenditure of HUD funds be directed, to the greatest extent feasible, to low and moderate income persons via contracting, employment and training. All contractors and subcontractors working on this project will need to demonstrate compliance with Section 3 numeric targets and other applicable provisions. In cases where Section 3 compliance is not achieved, contractors and subcontractors must document good-faith efforts to comply.
Q: The JSPs (pg. 59 of the bid package) state the anticipated construction months are November and December, is this still the case?
A: Construction is now expected to begin in late April/early May. The dates provided in the JSPs are based on the historical availability of CDBG funds. This year, the funds are presently available, so construction will begin as soon as possible.
