The City of Clayton Police Department is seeking professional consulting assistance for the analysis of current workload staffing requirements and implementation for planning future self-assessments based on growth and changing environmental necessities.
II. PURPOSE OF THE REQUEST
The purpose of the City of Clayton Police Department’s Staffing Analysis RFQ is to solicit submissions from consultants who demonstrate the ability to accurately measure the current Department workload in comparison with current staffing levels to make sure the needs of the citizens and the goals of the Department and City are being obtained efficiently. Theories and models utilized are sought to demonstrate a reasonable balance between staffing levels, assignments and workload needs and expectations. This model should further allow for internal utilization by command to maintain the appropriate balance as environmental factors change over time.
III. PROPOSAL SUBMISSION AND CONTENT
Consultants interested in working with the Clayton Police Department on this project should demonstrate experience with municipal and public sector staffing analysis and planning, to include police department experience. The consultant should demonstrate extensive experience in the use of recognized staffing models as well as the ability to capture and organize relevant Computer Aided Dispatch (CAD) and reporting data needed for effective comparison and evaluation of staffing necessary to fulfill the community’s needs. The consultant should be able to develop interviews with key personnel, utilize focus groups where needed, and perform on-site evaluations.
The consultant should demonstrate experience with performance measurements and effective measures of success related to staffing plans they have previously developed.
Consultants should provide a history of plan implementation that demonstrates at least a five-year history of successful implementation of plans of organizations that they or members of the team have previously developed.
Interested firms should e-mail a statement of qualifications and interest to Detective Joseph Stevens at firstname.lastname@example.org. The statement should be in BOTH PDF and Microsoft Word format and be no more than five pages in length. It should include the following:
Name of the company or companies if partnering on the proposal
- Name, title, and contact information for Primary Contact
- Name, title, and role of all staff to be assigned to project, if selected
- Experience and background of primary staff responsible for work, if selected
- Client list with contact information for work on at least five similar projects
- Copies of five analysis and deployment plans completed by company and/or staff assigned to project (specify who).
- Total fees associated with each of the analysis and deployment plans completed above
- General Outline of suggested scope and approach for City of Clayton Police Department Staffing Analysis and Deployment Planning project, particularly related to type and extent of development of success indicators, communication of the plan, use of technology, deliverables, and how the plan will be designed to ensure implementation.
Submissions are due on Friday, September 15, 2017 by 5:00 p.m. CDT. Consultants are encouraged to rely on the extensive information available on the City’s web site www.claytonmo.gov and other publicly available sources.
Consultants are strongly discouraged from contacting elected or appointed officials or employees of the City and should direct all questions to Det. Joseph Stevens via e-mail. This is to ensure all firms have access to the same information and to establish the most objective process for evaluating the qualifications of all firms.
IV. SELECTION PROCESS
Selected firms will be invited to interview with a panel of City of Clayton personnel that will make the final selection by September 29, 2017. The interviews are expected to take place in early September and may be telephone interviews. The City will negotiate a final scope, fee, and contract with the selected firm by October 6, 2017. Additional terms and conditions, such as insurance and other requirements, will be included in the final contract.
All statements of qualification and interest are considered the property of the City of Clayton and may be subject to public disclosure. The City reserves the right to change any part of the selection process and criteria for selection at any time. The City also reserves the right to reject any and all proposals and the right in its sole discretion to accept the submission it considers the most favorable to the City’s interest.
The City shall not be liable for any expenses incurred by the applicant including, but not limited to, expenses associated with the preparation of the proposal, attendance at interviews, preparation of a cost statement or final contract negotiations.
