INVITATION FOR BIDS

 

Sealed bids for the ADA Improvements - FY19-21 Project will be received by the City of Clayton, Finance Department, 10 N. Bemiston Avenue, Clayton, MO  63105-3397, until 2:00 P.M., on March 19, 2019. The bids will be publicly opened and read aloud at 2:05 P.M., on March 19, 2019 in City Hall Conference Room A/B, 1st floor, 10 N. Bemiston Avenue, Clayton, MO  63105-3397.

 The Scope of Work consists of the removal and replacement of sidewalks, curb and gutter, brick pavers, driveway aprons, ADA Curb Ramps, and other work related to the repair of walking surfaces and the removal of barriers and trip hazards at various locations throughout the City of Clayton.  Traffic control and other incidental items shall be included as shown in the specifications.

 Add Alternate Bids are being solicited for FY2020 and FY2021.  Inclusion of the Add Alternates will be contingent on availabe funds in the corresponding fiscal year.

 Bid packages will be available February 26, 2019 for free download by request.  An optional pre-bid meeting will be held March 8, 2019 at 2:00 PM in City Hall Conference Room A/B, 1st floor, 10 N Bemiston Ave, Clayton, MO.

 Not less than the prevailing hourly rate of wages shall be paid to all workers performing under this Contract in this area according to the rates determined by the Department of Labor and Industrial Relations of the State of Missouri.

 A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Instructions to Bidders.

 The City reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the City.

 

Questions

1: Is there any concrete grinding included in the project?
A: No, the project consists of removal and replacements only.

2: What percentage of the work is in the downtown business district?
A: Approximately 50% of the work will be performed in the downtown business district.  The exact locations will be determined during construction, but we expect to focus on the sidewalk along Forsyth Blvd, S Central, and S Meramec.  The residential work is expected to take place in the Hi-Pointe/DeMun neighborhood.

3: Does the contract include a bid item for mobilization or automatic cost escalators for the Add Alternate Bids?
A: The contract does not include either a mobilization line item or automatic cost escalators for the Add Alternate Bids.  As noted in the bid documents, the city reserves the right to accept any combination of the base bid and add alternates in the best interest of the city.  The combination of the alternates accepted, will consider available funding for the corresponding fiscal year.  It is the desire of the city to receive competitive bids for the upcoming fiscal years and essentially award a three year contract.

 4: Is there a required manufacturer for the Interlocking Concrete Pavers?
 A: No, there is not a required manufacturer for the Interlocking Concrete Pavers.  Section 630.2.2.2 of the bid package specifies the pavers be standard series Holland stone, terra cotta blend color, 4" x 8" x 3-1/8" in dimensions, and comply with ASTM C 936 for material strength.  The existing pavers can be salvaged and reused provided they are structurally sound and free from defects.
