To apply for permits online, please visit the City of Clayton Citizenserve Permitting Portal.
The City of Clayton has adopted the following codes:
- Part I, the 2021 International Building Code
- Part II, the 2021 International Mechanical Code
- Part III, the 2021 International Plumbing Code
- Part IV, the 2021 International Residential Code
- Part V, the 2021 International Fuel Gas Code
- Part VI, the 2021 International Energy Conservation Code
- Part VIII, the 2021 International Swimming Pool and Spa Code
Included are all appendices to each code.
The 2014 National Electric Code has also been adopted as part of the St. Louis County amendments.
The 2015 International Property Maintenance Code has also been adopted.
In addition to the actual Code, amendments are contained in the Ordinance that are designed to take into consideration circumstances and standards which are specific to Clayton.

Thank you for your interest in having an event in Clayton. A limited number of events are approved each year based on the City’s event guidelines/policies. Apply for an Event Permit via the City of Clayton Citizenserve Permitting Portal. Please Click HERE for a tutorial on applying using the portal.
Effective January 1, 2026
All Special Event Applications must be submitted a minimum of three (3) weeks prior to your
planned event date.
Events are defined as a temporary gathering that may use either public or private property and may include any of the following:
- Closing a public street (Includes parades and block parties)
- Blocking or restricting public property or limiting the use of public parks or streets by the general public (this includes runs and walks)
- Offering merchandise, food or beverages on public or private property where otherwise prohibited by ordinance
- Erecting a tent on public property or on private property where otherwise prohibited by ordinance
- Installing a stage, band shell, trailer, van, portable building, grandstand or bleachers on public property or on private property where otherwise prevented by ordinance
- Placing portable toilets on public property or on private property where otherwise prevented by ordinance
- Placing temporary no parking signs in a public right of way
- Charging a fee or donation for attendance or participation

If you would like to submit an application for an event, you may do so by submitting an Event Permit via the City of Clayton Citizenserve Permitting Portal. There is no fee to apply, but those events that are approved will require a $25 permit fee. The City of Clayton has adopted the following fire code:
2021 International Fire Code
In addition to the actual Code, amendments are contained in the Ordinance that are designed to take into consideration circumstances and standards which are specific to Clayton.
Effective January 1, 2016, the Clayton Fire Department request two (2) sets signed and sealed drawings by the design professional, to be submitted with the application for plan review. One set will be returned with the permit for field use. In addition, if the drawings sheets are larger than 42” x 30” and include more than three (3) sheets, we will require an electronic copy be included with your submittal for our retention/archive. The electronic file format should be .pdf and preferred storage device is a CD or USB thumb drive.

Land disturbance activities, including demolition and new construction, require the approval of a Storm Water Pollution Prevention Plan (SWPPP) if the area of disturbance is 5,000 square feet or greater.
A project with a disturbed area less than 5,000 square feet should still provide erosion control measures to prevent stormwater pollution. The SWPPP must be submitted and approved by the Public Works Department prior to the release of a building or demolition permit. Applicants are required to pay a $300.00 review fee at the time of application.
