Citizen Finance Committee
Roles and Duties
The Board of Aldermen recently voted to approve an ordinance establishing a new Citizen Finance Committee for the City of Clayton, to assist the City in the development and communication of financial goals and strategies.
The committee's primary function will be to serve in a purely advisory capacity to the Mayor and Board of Aldermen. It will provide recommendations on:
- Communication of the financial condition of the City to the public
- Evaluation and development of short- and long-term financial strategies
- Identification of sources of enhanced revenue, including taxes and user fees
- Evaluation of legislation that may impact municipal revenue streams
The committee will consist of seven (7) voting members appointed by the Mayor with Board of Aldermen approval. Two (2) of the members shall be members of the Board of Aldermen. Members should have experience and interest in, and an expressed commitment to, public finance, taxation, banking, economics, or investment strategy. At their discretion, the Board of Aldermen may add additional ex-officio (non-voting) positions as it deems necessary.
The original citizen appointees shall be appointed for staggered terms such that two (2) members shall be appointed for a term of one (1) year; two (2) members for a term of two (2) years; and one (1) member for a term of three (3) years. Thereafter, citizen members shall be appointed for a term of three (3) years. Members shall be limited to three (3) consecutive full terms. Members of the Board of Aldermen serving on the Citizen Finance Committee will be appointed by the Mayor and approved by the Board of Aldermen on an annual basis following the municipal election.
