Roles and Duties

The Board of Aldermen unanimously voted on July 23, 1991, to establish the Housing Council. This action was in response to a recommendation of the Futures Committee. The Board selected a 15-member council composed of tenants, homeowners, landlords, and property managers and charged them with an examination of multi-family housing.

The Housing Council held its first meeting on August 20, 1991, at which time its members expressed their individual expectations for its progress. After an organizational meeting in September, the Council established a goal statement which incorporated the recommendations of the Futures Committee, statements of the Mayor and Board of Aldermen, and suggestions of Council Members. "The goal of the Clayton Housing Council is to require the maintenance of all the community's housing stock at an equal and consistent high quality standard." To deal effectively with the assignment, the Council met monthly and structured itself into three committees entitled Housing Code Committee, Housing Inspection and Administration Committee, and Enforcement Committee.

The Housing Council submitted a Final Report to the Mayor and Board of Aldermen on July 18, 1992.

The Housing Council, a non-Charter board, was established by Ordinance 5006 on September 14, 1993. Ordinance 5006 was amended by Ordinance 5032 which was adopted January 25, 1994.

The Housing Council was disbanded by the Board of Aldermen effective June 2, 1994, and then reestablished on October 11, 1994.

The current purpose and function of the Housing Council is to assist the City of Clayton in its continuing efforts to ensure that all of the City's housing stock is maintained at or restored to a consistently high quality standard.

Membership of the current Housing Council consists of nine residents of the City: three single-family property owners, three multi-family building owners/managers, and three multi-family renters/condominium owners. Each Aldermanic Ward is equally represented in each housing category.

The nine citizen members are voting members of the Housing Council. Additionally, the Director of Planning & Development Services, and one (1) Alderman serves as ex-officio members without voting rights.

The Mayor, with the consent of the Board of Aldermen, annually appoints from among the citizen members a Chair and a Vice Chair. Each voting member serves a one or two-year term.

The Housing Council meets the fourth Wednesday of every month at 7:00 PM.

The staff liaison for the Housing Council is the Director of Planning & Development Services. The Administrative Secretary in the Planning & Development Services Department is available to maintain the Council's files and perform clerical duties as needed.
