Roles and Duties

The Board of Alderman recently voted to approve an ordinance to repeal Section 140.020, Economic Development Advisory Committee, and enact a new Section 140.020 establishing the Special Business District Advisory Board. This change is intended to terminate the existing Economic Development Advisory Committee and replace it with a special-purpose new entity with a refocused scope solely on the use and allocation of the Special Business District Fund.

Special Business District Advisory Board will have a mandate to focus exclusively on the Special Business District Fund (Special Tax District). This aligns the new committee's work more directly with the administration and oversight of these critical city funds.

The committee's primary, and now exclusive, function will be to consider and make recommendations to the Board of Aldermen on the use and allocation of the Special Business District Fund (Special Tax District). This eliminates the broader mandate related to the general vitality of the business community, streamlining its advisory role. The Advisory Board shall also serve in an advisory capacity to the Mayor and Board of Aldermen on ways to promote overall business activity and trade within the district through various initiatives, evaluate and develop actionable recommendations related to public improvements and facilities within the district, and recommend strategies for the promotion of public events which are to take place on or in public places within the district. The Advisory Board will also advise on the development and allocation of the Special Business District Fund budget to support district initiatives and improvements.

The Advisory Board shall consist of seven (7) members appointed by the Mayor with the approval of the Board of Aldermen, two (2) of which shall be members of the Board of Aldermen. Members must be a resident of the City of Clayton or have a significant business interest within the Special Business District. At their discretion, the Board of Aldermen may add additional ex-officio (non-voting) positions as it deems necessary. Members should have experience and interest in, and an expressed commitment to, the promotion of business activity, the development of special events, and the enhancement of public places within the special business district. Members shall serve without remuneration.
