Guide to the Architectural Review Process
What is architectural review?
Architectural review is a process which assures that construction and/or renovation activities are of high quality and general conformity with the style and design of surrounding structures.
When is architectural review required?
Architectural review is required for all proposed new construction, alterations, additions, renovation, or signage affecting the exterior appearance of a building or property. Approval by the Architectural Review Board must be obtained prior to the commencement of construction.

Who is responsible for architectural review?
The Architectural Review Board is the entity responsible for exterior aspects of projects. The Board is made up of 7 members, including the City Manager, a member of the Board of Aldermen and 5 residents of Clayton. At least 1 member must be an architect.
The City Manager may, at his/her discretion, approve minor projects including signage, small additions and awnings.
What do I need to submit to the Architectural Review Board (ARB) for consideration?
An Architectural Review application form, $135.00 application fee and 11 copies of signed and sealed plans must be submitted to the Department of Planning and Development Services. The application contains a checklist and other materials necessary for a complete submission.
When does the Architectural Review Board meet?
The Architectural Review Board generally meets on the first and third Monday of the month. In case of a city holiday, the meetings are moved to the following Wednesday. The application and supporting material must be submitted at least 14 days in advance of the next available Architectural Review Board meeting. If the project requires other city approvals, the timeline for submittal may be greater than 14 days.
What happens after I submit my application to the Department of Planning and Development Services?
After the staff of the Department of Planning and Development Services determines the submittal is complete, then the applications and supporting plans can be forwarded to the Architectural Review Board for consideration. The applicant will receive a copy of the agenda and the staff report prior to the meeting date.
What happens at the Architectural Review Board meeting?
The Architectural Review staff report will be read by planning staff. Afterwards, the applicant will address the Architectural Review Board to discuss the aesthetic issues of the proposal, present the project material samples and answer any questions of the Board and the audience members. At that time, a vote may be taken to approve as submitted, approve with conditions, continue or deny the proposal. How long does it take for the
Architectural Review Board to render a decision?
Many decisions are made at the first meeting. If a proposal is tabled, a decision will be made no later than 60 days from the date of the meeting at which the item first appears before the Architectural Review Board, unless the applicant submits a request for a time extension.
What, if anything, is required of me after I receive approval from the Architectural Review Board?
The applicant must obtain a building permit within one year from the date of approval by the Architectural Review Board.
