ANNUAL REPORT 2024
I am pleased to present the Clayton Police Department's Annual Report for 2024. This report provides a comprehensive overview of our crime statistics, budget, organizational structure, internal investigations, use-of-force data, and other key performance indicators.
Clayton remained one of the safest communities in the region this year. Burglaries fell to their lowest level in more than a decade, and motor vehicle thefts dropped by 60 percent compared to 2022. Only three robberies were reported, which is below our 10-year average. Of the 14 aggravated assault cases, 12 occurred within secured correctional facilities rather than in the general community. These outcomes reflect the impact of focused enforcement, regional collaboration, and continued investment in technologies such as license plate recognition (LPR) cameras. The LPR system continues to play a key role in both deterring crime and assisting with rapid suspect identification.
Traffic safety was a priority for residents in 2024, prompting the creation of two full-time Traffic Safety Officer positions. These officers focused on addressing speeding, impaired driving, and other hazardous roadway behavior. Their presence, along with expanded DWI enforcement, led to a noticeable reduction in crashes and enhanced visibility in neighborhoods.
We also advanced our training efforts by introducing ICAT—Integrating Communications, Assessment, and Tactics. This national program equips officers with skills to defuse situations involving unarmed individuals or those in crisis, enhancing safety for both the public and our personnel.
Community engagement remains central to our mission. Our third School Resource Officer completed his first full year serving the elementary schools, and our department increased its involvement in public events, educational outreach, and initiatives that build trust with those we serve.
Despite handling over 24,000 calls for service in 2024, our officers were involved in only a few use-of-force incidents, and complaints remained low. This demonstrates their professionalism, sound judgment, and restraint.
I am grateful to the men and women of the Clayton Police Department for their outstanding service and to our city officials, staff, and residents for their continued support. We look forward to building on this progress in 2025 and beyond.
Sincerely,
Mark J. Smith
Chief of Police
