The Waste Collection Assistance Program was developed to assist eligible homeowners residing within the City of Clayton, with payment of waste collection services.
The approval process will consist of verification of the following:
- Property address and property owner.
- Income level of all occupants of the residence. Eligible applicants cannot have an annual income that exceeds 80% of the Median Household Income (MHI) for St. Louis County as published by HUD. Income limits based on 80% MHI for 2023 are:

- The City Manager is authorized to update the income limits periodically to coordinate with the most recent HUD published data.
- Assistance will be given on an annual basis consistent with Fiscal Year, with renewal required by September 30.
- Only owner-occupied single-family and two-family properties are eligible.
- Clayton will not cover any previous balance or debt collection fees.
- Assistance will be on a first come basis until funding is depleted.
- Assistance will be provided for up to four consecutive quarters unless canceled by either party.
- The applicant may reapply at the end of the fourth quarter and meet the criteria to continue with the program.
- Applicants must inform the Clayton of any changes to income or occupancy status.
- Applicants selected must commit to recycling.
- The program will only pay for basic services to be provided to the residence including any eligible discounts.
