Your Government

Land for the City of Clayton was donated by Ralph Clayton and Martin Hanley in the 1800s and Clayton was adopted as the County seat in 1877. The City was formally incorporated in 1913. In 1952, the City re-zoned the area that became Downtown Clayton, allowing larger commercial and retail businesses to expand. Growth over the past 65 years has changed Clayton from a quaint suburb to the hub of the St. Louis metropolitan area. 

The City of Clayton follows a Council-Manager form of government. Legislative and policy-making authority is assigned to a Board of Aldermen and administrative authority and responsibility is given to a City Manager. 

Seven members elected by the community comprise the Mayor and Board of Aldermen, the legislative branch of local government. The Aldermen adopt the annual budget, establish policies and approve ordinances. Each of the City's three wards has two members who represent their constituents' interests in government decisions and can decide on legal actions and property acquisitions. Terms last three years. The Board of Aldermen meet on the second and fourth Tuesday of every month at City Hall, 10 North Bemiston Avenue.
