Purpose of the "Downtown Retail & Restaurant Employee Parking Incentive Policy"
On November 23, 2010, the Mayor and Board of Aldermen adopted the Downtown Master Plan. This plan provides recommendations and a policy framework for increasing activity and vibrancy in downtown Clayton. As part of the future vision, the Plan recommends the City continue to implement improvements to the downtown parking operations.
On July 8, 2016, Walker Parking Consultants completed a comprehensive parking study of Downtown Clayton. The study documents sufficient parking in Downtown Clayton; but among other suggestions recommended that the City find alternatives to on-street parking for downtown retail and restaurant employees.
The purpose of this Downtown Restaurant & Retail Employee Parking Incentive Policy is to help support and encourage the continued activity and vibrancy of both new and existing businesses in Downtown Clayton, and to encourage a higher utilization of public parking and encourage downtown retail and restaurant employees to park further from their places of employment and thereby free parking spaces for patrons of those businesses. Eligible City parking spaces covered under this policy include fifty (50) spaces located at the Shaw Park Drive Garage (Metro Station) and forty-nine (49) spaces located on a surface parking lot located at 120 N Meramac Avenue.
To be eligible, a participant must be a retail or restaurant employee of a business located within Clayton's Special Business District, as defined by Ordinance 4207.
If the participant's qualifying employment within the designated area is verified, and if sufficient parking space exists in the Shaw Park Drive Garage or 120 N. Meramac Avenue lot, then the City will provide one parking space for the participant's use on a month to month basis for a monthly rate of $25. Any fees or deposits necessary to establish an account with the garage or lot operator would be the participant's responsibility.

Additional information will be separately requested by the garage/lot operation.
